Reaching decision makers in B2B outbound is a data engineering problem: finding the right names is table stakes, and the campaigns that connect are built on lists scored for who will actually answer the phone. Why is finding decision makers no longer the hard part?
Finding decision makers is no longer the hard part of B2B outbound because software has solved it. A decision maker is the contact with the budget and authority to buy, and LinkedIn will filter for them by seniority in seconds. Data providers sell verified titles by the million. This September, one of the biggest email-volume players in our category published a 13-minute guide to finding and targeting decision makers... six methods, org maps, buying committees, trigger events. Not one line on whether any of those people pick up.
I understand why the blind spot exists. A guide can teach you what a database subscription can do. Reachability is harder to teach, because it takes call history at a scale most providers have never run. So the guides stop at found and leave you to discover unreachable at your own expense.
Eighteen years of selling B2B taught me the difference the hard way. A found decision maker is a row in a spreadsheet. A reachable one is a conversation. The gap between those two states is where most outbound budgets go to die.
What is reachability in B2B outbound?
Reachability is the probability that a specific contact will answer a live call, measured from pickup history, role-level answer behaviour, number verification and historical call patterns. It is a property of the individual record.
Two contacts can look identical on paper... same title, same seniority... yet one answers their mobile most mornings and the other has never once picked up an unknown number.
The market treats this as luck. It is data. ZoomInfo's cold calling research found that 81% of calls from unknown numbers go to voicemail. The buyer still exists. Your number just told them nothing worth answering.
How many decision makers on a list will actually answer the phone?
About a quarter of the decision makers on a typical B2B list will ever answer the phone, and only if you keep dialling. Belkins logged more than 175,000 dials across 2025 and found that 24.5% of unique prospects connected at least once when called repeatedly; per dial, the connect rate was 9.9%. Salesfinity's Cold Call Benchmarks, published in July 2026, put the average at 10.1% across 1.3 million dials and 13 teams... and 382 dials for every booked meeting. Gong's analysis of over 300 million cold calls found the average rep connects with 5.4% of prospects, while the top quartile manages 13.3%.

Now run that against the ideal list of 1,000 decision makers your data provider just sold you. Somewhere between 200 and 250 of them will ever pick up, however long you persist. The other 750 or so you will ring, voicemail, ring again and eventually email into silence.
Here is the part that should annoy you. The reachable 200 are knowable in advance. Nobody in the finding business tells you which 200, because their product stops at found.
Why do good B2B contact lists go stale so quickly?
Good B2B contact lists go stale because the people on them keep moving. Lusha measured role changes across 140,284 US sales leaders at VP and C-suite level, re-run in September 2026: 12.25% changed roles inside twelve months. The UK figure is worse. UK sales leaders move at 21.4% a year, 1.75 times the US rate. When a decision maker moves, the job title, the email address, the direct dial and the verified stamp on the record all die at once... and the row still looks clean in your CRM.
A list is perishable stock, and UK stock spoils faster than most. The January list your team is still dialling in September has quietly lost around a fifth of its UK decision makers. Every one of those dead records is a rep-hour spent calling someone who no longer holds the role.

You build a decision-maker list of people who answer by treating reachability as a data problem and solving it before anyone dials. If you run your own list, put four questions to it before the next campaign:
- Which of these contacts has answered a call in the last 90 days, from us or from anyone?
- What share of the numbers are verified mobiles rather than switchboards?
- When was each record last checked against a job change?
- What connect rate is this list predicted to produce, and who is accountable if it misses?
If nobody can answer them, you have bought a finding list, and you are about to pay phone-team prices to learn its reachability one voicemail at a time.
